Actually, the cart was painted up roughly 20 years ago. It is from Citadel, and is listed here in a 1990 Citadel catalogue. I bought it as part of a blister also containing a highwayman. The villagers are the ones that are fresh off the painting desk, and were bought from Foundry around 2000, from their medieval villager's range at the time. The baggage was put together from the bit's box.
Such little simple vignettes are always nice to bring the gaming table to live. Also, they can be used as part of a scenario, e.g. a convoy of wagons that has to be escorted through enemy territory.
